Surely those spring rates are around the wrong way or the rears were a misprint!? 9kg in the rear of a city is rediculous! 1/2 that would be too stiff IMO.
BTW, good on you Turbocab for doing this. Almost makes me want to get a City again!

Re: ring & bigend bearings
Bearings are same, rings are thicker on the ProT. Get the turbo parts from NZ or machine your piston ring grooves to suit the ProT rings.
Re: question
Black thing is a fuel filter.
Access the washer bottle from inside the wheel arch. Might be easier to remove the guard actually.

Thats on of those volvo truck coolers with the plastic end tanks i think. IIRC they are only about 30-40mm thick... That'd help fitment for sure!

Re: t2 head on t1 block
Use the T2 gearbox, its stronger and uses a bigger clutch. Remove the T1 clutch and flywheel and bin it. Bolt up the T2 flywheel and clutch which will then allow you to use the T2 box. Don't use the T1 manifolds etc, bolt up all of your T2 stuff. Everything should be a bolt on proposition...

Re: t2 head on t1 block
Yep, they are 100% interchangable. The T2 head doesnt have a EGR port cast into the No.4 exhaust port where as the T1 does. This wont make any difference to you though.
