Rust looks pretty bad.

Yeah, that rust is pretty bad, and i can imagine that if it's that bad on just the bonnet, it's only going to be worse in all the normal areas (front strut towers, rear passenger windows, along rain gutter).

I'd offer him $100 and see what happens
