dash rattle

look this is not as simple as it sounds, there is a rattle coming from the top of my dash on the drivers side,its only occurs when taking off or when your reves are low and you excelerate, its not the speedo i have pulled it out alredyand tried with it out, i did notice that when i loosen the bolts that hold the dash on it dose it worse but then even when all the bolts are dun up it will still do it and none of the brackets are broken.
please if any one knows wat causes it or how to stop it please let me know
