We pulled apart the autochoke, they can get crap up there in the water pipes, cleaned it out set it, and now the car doesn't idle hunt. Often the Autochoke will jam as well.

Kazee recently confirmed my idea that the reason for idle surge is the engine braking fuel cut.
Essentially if your engine is above ~72deg/c and above 1250rpm and there is no throttle input the ECU cuts the fuel to the engine cause it thinks your trying to engine brake, then when the revs drop back down it gives it gas and on and on.
So pretty much you have an idle problem if its surging, whether its a vacuum leak letting extra air in and raising the idle or the autochoke failing to close all the way or the throttle plate stopper incorrectly adjusted or some other creative issue.

Babelfish often doesnt work with some japanese sites. I find google translate to be better, especially with the Honda website.
