city turbo 2 fule cut?..

Hey City Team!
Well guys I want to help to narrow down a problem.
The problem is that in 4th gear at 4000 revs and 5000 it will often feel like it is hitting a brick wall and then keep going, this is when i am giving it a little hit.
It will do this in 5th gear as well.
It wont do it in the low gears though.
I was told that is was my waste gate and that is was ceased.
Any help would be awsome.
