vacuum advance

I'm looking to replace the diaphragm for the vacuum advance unit in my T1.  I have read everything written about them thus far but was interested in the difference in driveability and fuel economy they provide.  At the moment my car is a bit sluggish down low and when boost comes on wheels spin and doesn't feel like a nice transition.  It's either drive like a slug or a bat out of hell.  Plus does not feel very smooth when backing off the accelerator or going down a hill.  Will this improve with a new VA?  Does t ::) :Phe VA provide more advance at idle or only when cruising?
